Summary

Add a minimal cluster-deploy-fast-nightly.yml workflow on the default branch so the workflow path exists and the report publishing plumbing is proven.

Changes

• add a workflow_dispatch-only smoke workflow at .github/workflows/cluster-deploy-fast-nightly.yml
• generate a tiny passing JUnit report and Markdown summary inside the workflow
• upload the artifacts and publish the result through dorny/test-reporter
• keep this PR intentionally small so it can land before the fuller nightly implementation
